ROM Hack Pokemon Heartgold/Soulsilver Editor

I have been searching for 2 hours and found a couple tools but they say " Unsupported Rom " therefore I think this is my last option

I need help on finding hacking tools for Heartgold/Soulsilver

I want to edit all Trading Pokemon and make them Level Evolution

Edit Gym Leader's pokemons to a higher level to make it more challenging

Edit the Elite 4's pokemons

and many more...

Sprites

Making Red ( Ash ) more powerful

and I also need a pokemon hg/ss starter editor, I really want to make a hack of my own and If I test it out and it seems fine I'll most likely put a download link from another site for you guys to download from, I will find how to edit sprites and other stuff on my own at a later time, Please Reply if you have these tools ( download link from a site )

If you can't found that, you can use PPRE or Edit using HEX Editor :v

edit: hm if i not wrong, i remember i was download a lot tools for HGSS is include starter pokemon, gym leader editor and much, PPRE is can used edit trainer and some usefull... but some is not release like alpha map is just ... (don't ask about how to get this app, you can ask to alpha...) all is not published.... some is locked some is need something....

One thing that I don't get is that everytime I use PPRE 0.14B, and when I write the rom, and close it, it says Error PPRE.exe log and it doesent save it

, help?
