Pokemon GO - Level up or evolve?

Couldn´t find anything useful so I´ll just ask here. Does Pokemon have a maximum Level so it´s better to first feed them and evolve later? Or should we evolve right away?

i'm just collecting pokémon as many as i can, then i trade them and keep my highest leveled ones and feed them a bit, then evolve them
this to get as many xp as quick as possible (also training in gymes in between)

I'm lucky, i don't have to go outside or use lure, i have every few minutes 4 to 5 pokémon, mostly pidgey and weedle, eevee but daily i get 1 or 2 less common pokémon, all around/in the house/garden

Here's what i get, every 5 a 10 minutes i have pokémon to catch just from within my house.

So i level up a bit, then evolve, then trade
Go out 200m to do 6 pokestops around and come back

I'm playing it 3 days now, and not that much.
