Pretty sure Wobbuffet was considered an uber and banned in competitions. Can't quite remember the details but with high base HP, he can tank most attacks and not get OHKO'ed and with that, it can choose either Mirror Coat or Counter to return 2x the damage. BOOOOOOM!! Of course in Gen 5, he's even worse. Raise it through Wynaut and get Encore. If your opponent is also tanky, use Encore first and let Wobbuffet do it's magic. :)

In competitive gameplay, it's broken. You can pretty much guarantee a kill against someone. In story mode, however, it's a waste of time.

I think the only reason Wobbuffet was banned in gen 3 competitions was because if two of them were ever sent out in single battles the game may as well have frozen, what with no direct method of attack and the only possible ability being one that prevented switch-outs. As for whether or not it's worth training one, that depends entirely on how good you are at out predicting your opponent. It's not really worth it in-game, since trying to out predict a computer opponent is usually an exercise in futility.
