Places like GameStop and Toys R Us have Nintendo events for Pokemon. This is a dump of the cart they use. Its simple due to the fact you simply tap a button and it will begin broadcasting the distribution of that particular Pokemon. If you go to the release thread here on GBATemp and read the NFO you will find that it distributes legit *shiny* Raikou, Entei, & Suicune as well as a shiny Celebi as a bonus. Your DS MUST be set to a date of the particular range of when the event was active; if the date does not match the range of which the event was going on, the distribution cart will refuse to broadcast.

The Celebi is not shiny.
It is not a bonus event either.
