I'm looking to buy a N3ds normal size console. I'm sure any devices shipping out now are long past 9.2, so is there any place I could go to order the device, guaranteed 9.0-9.2?

Go to any store and ask to see the serial number before purchase. If they refuse, tell them that you'll take your business elsewhere. All of the N3DSes at my local walmart were under 9.2 just a few weeks ago
I should probably include that I'm in the US, and the normal size isn't available for whatever reason
