Hacking Pkgj and PSN problem

Hello. So when Im trying to download anything from pkgj i get this error:
"Download failure: cannot create file
ux0: pkgj/.............../sce_sys/package/Tail.bin: 0x80010016". Something similar with "sce_sys" comes up when i try to copy game downloaded from NPS to Vita... What might fix these "sce_sys" related errors?
