Gaming pc game question about cheats...

That's not universal, it's on a per-game basis if they choose to support that, and the cheats for each game (if available at all) will be different, and most often not entered using that console.

If you want to cheat in any game you'll need a separate program like Cheat Engine (the PC equal of a gameshark or action replay).

You can also look up the cheats on www.gamefaqs.com

The tilde (~) key is only used in a few games, so I would suggest doing what Rydian said and using Cheat Engine.
There are also a few artificial "cheats" built into games, with a popular example being the Sims series and "Rosebud".

If you're too lazy to use Cheatengine, try looking for trainers of the game you want cheats on. I'd post a few links, yet sadly most of them have warez on.

Much easier to use than doing things manually with cheat engine, but trainers don't exist for every version of every game (and don't exist for some games at all).
