I know it's possible to patch the dashboard using a USB drive (or a CD for that matter,) but is it possible to patch games using a USB drive (or CD?)

The thing is, I have Dragon Age and I hear there's an update to fix a major bug in the game. Unfortunately I don't have XBL (I was not banned, I just don't have it.)

No you can't patch them via usb. If you're offline the only way to get them is to find and download the update you want (people rip them from the 360 hdd and stick them online), then hook the 360 hdd to the pc and stick the patch on it using something like xplorer360.

Just bring your HDD to someone who has XBL and install the update.

Would a PAL update work on an NTSC copy? Probably not right? :S
I want to know before ripping my 360 HDD apart to connect it to my computer.

As far as I am aware changelogs are optional (as in nothing is needed) and I have seen more than a few along the lines of "fixed some bugs". Not all of them are like that though but even then I know of no "all in one" simple to navigate site- you can usually do a simple search for a game and drag a changelog up though.
Not ideal but it works for the most part.
