I haven't heard of any developers attempting it, but it's been a dicey time for Nintendo-related fan projects. (Link's Awakening DX HD, Garry's Mod, and that emulator I've conveniently forgotten the name of)
It'd be best for any developers to follow the Ship of Harkinian formula: No game assets, but a program that extracts them from the original instead.
