If this happen, it might be because it's not region free. Most change the games to region free, but not all. I'm on AuReiNand and used the "locales" function successfully a few times. You can use it to "tell" the game that it's being played on a certain region and language other than what the console is set to.

Ok, now we're getting somewhere.
You have a EUR system with a9lh and Luna3DS on Sysnand 10.7. No emunand. You are trying to install an out of region Cube Creator 3D and it freezes on the boot screen. I am assuming that you have tried other out of region games.
Do you have an O3DS or N3DS? What options do you have selected in the Luna3DS configuration menu? (Hold "Select" when you turn your system on to check)
Try Decrypt9. I know if you don't have the seed the game will not load. Normally you can get the seed by going to that games page on the eshop but it is not possible with out of region games.
Or you can find a cryptofixed version on the normal sites.
Find these files and put them on your sd card: seeddb.bin, slot0x1BKeyX.bin, slot0x11key96.bin,and slot0x25KeyX.bin.
Put the CIA in a folder called D9Game.
Now go to Game Decryptor options and select CIA Decryptor (deep).

tire that it gave me an error and i have all those fiels on my sd says seed not found in seeddb.bin i used it before and it worked with games in my regoin but not ones out side it

I still think what i tried to explain to you is the thing you need. Enabling language emulation is not enough.
You need to make a txt file with the title ID of the game and write the region and language you want in it. Like for you that would be just [EUR EN] written in the txt file. No brackets. Check title id here btw: http://www.3dsdb.com/

i used to go out to the recycling center every couple weeks and look at the crts and other electronics people would drop off. Usually screens were broken or severely scratched from being tossed around. Did find a good one here and there, but never anything like a 1080i widescreen crt. -

Is it piracy if it was released for free? Not in my opinion, but I also think it's not piracy if buying it isn't owning it, and it's not piracy if you can't buy it from the original creators anymore. -
