I don't have a 3DS, so, *shrug* I haven't been following the scene all that much. But there better be actual results on the Wii U, I just want there to be a more established ecosystem for homebrew development.

From what I've seen, it's not a farce.
The OTP I got follows the structure which was leaked sometime ago in pastebin here:

And the structure also matches that of the OTP section in WiiUBrew:
http://wiiubrew.org/wiki/Hardware/OTP

So, right now it looks legit.
I just finished copying all the bytes from the my OTP image to HxD and made it into an otp.bin file, for me it's 1.35 kB, but I am still to verify with someone else if this is indeed the size of the OTP dump or not.
