Nope. It could be randomized for all we know. Although if someone creates an application that takes usage of this OTP.bin then it will be proven.

True. Although it could have code that could randomize it the first time then sometimes display the same code again. BLAH
I am going too far the thing is we don't know and hopefully it is. Hopefully someone releases an application to take advantage of this.
 
So many people thinking that OTP == permanent boot time exploit:P
By the way Hillary is clearly the better haxxor as implementing the exploit is way harder than writing a program to display the OTP using it. :P /s

it might lead to it. if the wii u boots somewhat like the 3ds (firm0, firm1) it might be possible.

then again, I don't know the wii u boot process, only 3ds.
