only websites with https:// work

and before anyone says anything yes I've made sure that it was proxy related with my settings. Ever since my dad switched over to windstream it's just been awful i.e only 10 mbps down (we used to have xfinity and we had speeds up to 50 mbps down), but we'll be able to get 25 mbps later next week. Anyways can anyone give advice on how to get through this problem? haha good thing this website is https:// otherwise I wouldn't have been able to make this post.
 
Proxy is where I would go first.
After that I usually find it is either some kind of malware, network level proxy server*, filtering hosing things up.

*if your ISP offer some kind of caching server you can see things like this, it is common enough for some setups but not seen much in residential packages, at least not to the extent you describe.

Changing the DNS from the ISP to something else might help slightly/depending upon the ISP setup ( https://www.opendns.com/ , https://developers.google.com/speed/public-dns/?hl=en ). After this you might have to consider some kind of VPN to pipe everything over SSL.

Does it apply to non port 80 connections (HTTPS usually goes over port 443), so something like http://portquiz.net:8080/ . If so then I am back to the proxy server thing, if it does not then it looks like as HTTP is encrypted then whatever is hosing up your normal connection is not able to get in there.

I think it's the ISP that's causing this. I tested my laptop on a different wifi connection HTTP sites work just fine. So could it be a virus issue on my network?
 
There are router level viruses/malware and there are hacks that can reroute things (I do not know if you ever saw some of the stuff done for 3ds streetpass and especially pokemon wifi hacking but people were using similar techniques there) -- see ARP poisoning/ARP spoofing http://www.veracode.com/security/arp-spoofing . However I rarely encounter those in home settings (if you live with a hacker then they might, and they will know how to reset the network when they hose it up) and for businesses it tends to be more of a targeted attack. Outside of Brazil then I tend not to see the router level stuff, not maliciously anyway.

I also forgot to mention that you might have some kind of bandwidth limiting/QoS turned on. Such things barely work in $1000 Cisco and Juniper gear, your home grade router does not stand a chance. I do not tend to see it split between ports/protocols like this but it is far from impossible.

If you want to try your router on another connection (either straight into another ISP or as some kind of secondary router if it will manage it)
 
well http sites work with the ultrasurf proxy program. So what can I conclude what the problem is?
 
Funny to see this thread under Recent Content, because at my work, our internet has gone wacko, yet accessing sites with a secure connection (https://) seems to work to an extent. Our work uses uVerse, and the modem is a 503INV. Earlier this morning, it was working, but now it doesn't except for secure connections. Odd thing is that I couldn't access the modem through the designated IP address. I unplugged it, wait a bit, plugged it back in, let it initialize, and then tried to access. It worked, showing connection to AT&T to be down. Clicked "Restart", and it showed back up. Clicked "Refresh", and went back down. The internet , via https only, seems to work now, but I can't access the modem anymore. Gonna give a call to AT&T, but maybe someone might know what's going on.
