It's not possible to simply "convert" a plugin to another region, especially without the source code of the plugin.
A plugin it's compiled code, not a code like action replay, Gateshark etc...
To port a code without the source you have two ways:
- Search and recreate the same code for US from scratch
- Reverse the plugin to recreate the sources then try to find the corresponding address in the US version
Both of those way take a lot of time, and as stated in the first post, he's not creating any code.
As for reversing the plugin... forget about it.
So,
it's not possible to "convert" a code from a compiled plugin, porting a plugin to another region or else, at least not easily and it'll require a lot of time.
Still, if you're motivated you can try to decompile the jap plugin yourself in IDA or maybe ask directly to the authors on speedfly, they can understand english too and you have nothing to loose.
Also, renaming a plugin to cheats.plg doesn't do anything as long as the original name haven't special characters and is not too long.
Example, I prefer to have all the plugins named by the game's name to identify easily the folder I'm in.
