x and y are basically the same game, so it shouldn't be a problem with cheats, only the gameid needs to change

Those are AR3DS cheats not gatesharks codes...
And you didn't provide a link for Senran Kagura 2 it's written in the op that he is only porting cheats from Gateshark to NTR, not creating them, porting to other region or so.
Just porting existing codes to users who don't have a gateway.
