I followed the tutorials and Configurable USB Loader FAT edition isn't loading my NTFS-formatted hard drive. It's giving me the -1 error saying I don't have IOS 222 installed. I downloaded Hermes' installer and installed 222 and it's giving me the same error. Did I miss a step here? And would I be better off going with FAT instead of NTFS? I could go with WBFS if all else fails, but I was hoping to use my external as a backup drive for my PC as well.

Am I? It seems Wii Hacking related to me since it's related to the CIOS, not the backup loader directly.

Whatever.

Configurable USB Loader is giving you the error. Whether it's actually the cIOS causing the problem or not is something best asked of the Configurable USB Loader team. You're not having problems hacking the Wii, you're having problems with Configurable USB Loader.
