I got a simular problem i purchased a new USB 3 USB C Cable for DBI but everytime i connect it to a USB 3 Port the Battery icon says charging and then after a second not charging and again and again. The cable just works fine when charging. Its a USB 3 Gen 3.2 Cable. With Hekate SD Mount it works too. Only in Horizon it wont do anything. I dont know what to do. USB 3 in Atmosphere settings is enabled.

Download Zadig (usb recognition install files) . I was able to use DBI and NS-USBLOADER.

It's not the movies or games downloads that I would worry about, like breaking into networks, downloading encrypted things, spying on network traffic. I have seen so many "Top Secret" seals on files when I was a kid
