Hacking Discussion NPS dumps is already possible?

i came across this chinese page here: bbs.duowan
Many NSP are available for download on this website. I am not interested in piracy, but where did people get the tools to dump their own eShop content?
Is there already a dumper for NSP?

People have been using CDNSP to obtain games directly from Non for a while now. This is illegal as it essentially decrypts the NSP file and Sig patches enable installation on CFW.
