Hacking Not one CIA will install

Hello, I've been trying to install CIAs through FBI using Download Play > Homebrew launcher.

I cannot seem to install any CIAs including FBI, Anemone3DS and the rest.

I've tried changing SD Cards, reformatting the sd card to no avail.
I tried the guide for updating b9s but still nothing.
I,m on Luma3ds v10.0.1

The error I get is :

Failed to install CIA file.
Result code: 0xE0A046DF

If anyone can help that would be much appreciated.
