Yup, just follow one of many fantastic guides to downgrade your 3DS and install CFW.

Your just need a CFW and you have several to choose from for your CIA experience

hi there - if i get to the end of stage 3 https://github.com/Plailect/Guide/wiki/Part-3-(RedNAND) is that enough to be able to install non legit cia? as thats technically booting into luma3ds?

yes it should be.
EDIT: you will have to follow part 4 untill you have injected FBI

ok will continue with the guide tommorow my firmware says emu 9.2 xx so i am on the right track

If you want as close to stock as possible then follow the guide to the end where it installs A9LH and comes full circle back to a fully updated sysnand with cfw.

if your going to use local multiplayer a lot and on menuhax, I would highly advise setting up a secondary cfw, caksfw for o3ds and reinand for n3ds. Every 3ds that I ever used that had luma on it, old and new, couldn't do multiplayer. Don't worry, both cfws will automaticly detect your emunand, so all your saves and cias will be there, and setting up secondary cfws take about 5 minutes
