Homebrew No WIFI on 2DS

I followed this 3ds.guide guide here for home-brew etc.
But when I come to this https://3ds.guide/installing-arm9loaderhax page where it says I need to go to the URL I cannot because there aint no way to turn on the 2DS WIFI (I didn't leave it on when I started) I am a totally newbe to all of this.
Can anyone help me or is it not possible?

Remove the battery and put it back.

https://3ds.guide/2.1.0-ctrtransfer: "If you downgrade to 2.1.0 on a 2DS or New 3DS and left Wireless Communication off, you can re-enable the wireless by removing the battery for several seconds then booting back up."
