Gaming No update on PAL brawl? Why?

Hi i just threw in my PAL brawl version and it staret without update???
Shouldnt there be a update?
Or is it because i played the NTSC-J version and did a full update with that (Dual channels^^)???

Why Would Your Wii Update If You Have Higher Firmware Than This On Disc?
NTSC updated, 'cause it found you don't have forecast and news U channels.

So that was the only reason for NTSC to update?
I thought that it was to get DL support-_-
