Can NO$GBA emulate having a GBA cartridge inserted while playing a DS game? For example, if I was playing Pokemon Diamond/Pearl/Platinum, could I make it think one of the GBA Pokemon games was inserted so I could use the Pal Park feature?

Use Pokesav to recreate the GBA Pokemon and save it as an AR code or edit the save file. You can even put the .pkm into Pal Park.

NO$GBA was originally made to play GBA games, but lately it was upgraded to play DS games as we know. I didn't play pokemon so I'm not sure it can be played on NO$GBA. But it's worth to try.
