Did you try to update the HWFLY FW before install? Or is it the stock one?
Measure the soldered points with a multimeter in diode mode (red probe on ground) and post here the readings. Some high-res pics of the install could come handy as well.
Connect the chip via USB adapter to the PC (pay attention to the UP writing on the adapter). It should get recognized by the PC and assigned a COM port. Use SSH program like PuTTy and connect via serial interface to the COMx (x is the port number) and run R command to reset the chip. Disconnect the USB, turn on the console and check if the issue changes. Afterwards, repeat the procedure and run D command, it should give some output and probably an error code which could be helpful for further troubleshooting.
