Gaming Nintendo Save Data Transfer Tool unavailable?

So I want to transfer a save from a cart to an online game using the Nintendo Save Data Transfer Tool, but when I do a search for it in the eshop nothing comes up, and when I follow the qr code in this page it says that the software is currently unavailable.

I can't find any news sources saying that it's been pulled so does anybody know anything about this??

I have a USA n3ds xl, firm 10.4, if it makes any difference

Never mind. I had my 3DS set to Malaysia as my region, as that's the closest country to where I live. I set the region to USA and the tool appeared
