    They don't want people developing games where you get virtual girfriends.


    Now talking serious, probably Nintendo has a separate system for Japan devs.

    There's a lot of japanese indie games on the eShop so I doubt that's the case, like mentioned above, Nintendo most likely has another system for Japanese indie devs.

    Though I am not one to leap to Nintendo's defence (indeed "would not piss on them if they were on fire, unless they were already dead" probably sums it up) I have met cross region business weirdness on enough occasions now to at least want to wait until Nintendo says something and indeed will probably be inclined to dismiss it until such a time.
