ROM Hack New to DS Hacking

Hello All,
I am new to messing around with DS roms. What I am looking for through this post is necessary programs that are needed to extract/dump the rom so that it can be edited. And all other software needed to edit the files included in the dump. If there are any websites that are great for explaining techniques and or what I should know about the files and codeing of ds roms, that would be cool too.

Thank you everyone for your input, I also understand there might be multiple posts about this topic so feel free to post the link to those threads and I will be happy to read them, I just didnt see any that answer my questions right away.

The documents will recommend some programs/tools, and the site has utilities section for downloading tools.
My favourite tool : Cystaltile2, you can search for it in this section.
