It's a new modchip and its announced features are:

* SOLDERLESS POINTS
* PADS FOR NORMAL CONNECTIONS (for future consoles or for who don't like solderless)
* Full D2B Drive Support
* Built-in audio fix
* Full support for DVD-R/DVD+R and DVD+RW/DVD-RW without Booktype
* Supports Multi-Disc games for both Wii and Gamecube
* Recovery Mode for incomplete/Bad Upgrades
* Stealth mode.

seems to have all the options like the other chips except the upgrade feature

no it's now regionfree
they woukld have announced it as first region free mod

Well it says:

Even with swaps, that seems quite interesting...

Sorry, it was a real question. I was just making sure, cause I thought that it was necessary to solder every chip for it to work. How do you install it, if you don't have to solder it?

Well - You only have to connect the soldering points of your chip with the corresponding wii soldering points. If you can manage to get a direct connection by 'plugging' them on each other - that's it.

The question is: how good the quality of such a solution will be... screwing might be a solution - I would suggest to add some conducting paste.

This can't be solderless. I think they mean quicksolder. There are holes where the points are. Plus there are no extra holes for screws or anything else. I'd say this is definitely not solderless.
