Exactly error should be:

Failed to apply 1FIRM patch(es)

And that is explained, also, because the outdated Luma on your CTRNAND (possibly your console had an under 9.1 version of Luma on CTRNAND). And error message just changed with FW 11.14 update to that "pm error" code.

You're correct, that's the error I got the very first time when I removed the SD Card and booted up my New 2DS XL without it.
