i have a vita but i didnt really use it much because of my lack of will to pay for games.
i heard you can install home brews to play cracked version.
My vita version is already 3.55 though does that lock me out ?

Yes, that does lock you out. There are no known exploits yet on 3.55, and it may be a good few months before someone does find a 3.55 exploit. Sorry. >_<

Only PSP ISOs at the moment. The purpose of the Mimana Iyar Chronicle exploit is to install
a TN-V11 custom bubble which'll allow you to transfer and play the PSP ISOs.

The ePSP scene is still churning out game exploits fairly efficiently. Shouldn't be too much of a wait.

Pretty sure you didn't mean that.
You can download the exploit savedata from Wololo.net. There's an article about the 3.55 exploit somewhere on there, and there probably will be a download link for it.
For the game itself, like I say, go to the PS Store on a US or JP vita and search "Mimana Iyar Chronicle". Then buy the game, transfer the exploit savedata to your vita through QCMA, then run the savedata in the game.

I haven't been keeping up with the PS Vita scene since the 3DS started leaving it in the dust for hacking. I was fairly active over at wololo.net, go and check that website out, particularly the homepage blog entries. They're really helpful, the forums may well be a bit too cluttered for a newbie to dive into though.

But basically an ePSP hack cycle goes like this: Dev finds game exploit --> The Admin of wololo.net arranges a "ninja release" to announce the name of the game --> When you find out the name, you jump onto the PSN and buy it ASAP ---> Sony will withdraw the game from the PSN after a few days of the public announcement ---> Dev releases the necessary files to run the hack a few days after that --> PROFIT

As i said earlier, it's been a while since i poked my head in over there, this info maybe outdated.

no you cant play vita games for free, tnv looks like a psp when you boot it up, ark looks like a simple file browser and mimana Lyar Chronicles is on the US store here

if your vita is on 3.52 then you can set it up without that game using the email hack, here is a program i just made that will help with that here

yea it currently says unable to find site. i assume bcus that is cus my PSN is from asia.

yes you need to create a us account, probably and probably not but ive never tried
