I'm trying to replace the star theme in Mario Kart 8, which is in BFWAV, and I can't find a way to convert a wav to bfwav. Any program that can do this?

A bump here, but Wexos Toolbox can only look at .bfwav files, it can't create them from a .wav file.

Nowadays, you can use Isabelle Sound Editor to create BFWAVs, which is built-in in Citric Composer:
