Well, NDSThemes is back after a long downtime, so I no longer have to feel bothered when I click on the bookmark of mine and see the loading get nowhere.

Did you close your web browser before you did it in CMD/terminal?
Close your web browser, if it doesn't work make sure you run CMD/Terminal as admin/sudo.
Also try to close all program's enter command --->reboot computer

But in all seriousness, clear DNS like instructed, then clear browser cache, then restart.

Been 2 years since I've been there. Really couldn't care less actually. Hell, it's been a year since I touched my DS Lite!

I actually went from Windows -> Ubuntu -> windows -> Ubuntu -> dualboot -> ubuntu -> windows -> ubuntu -> linux mint xD

I was actually hoping for a hentai theme or two on NDSThemes. Actual porn on there is stupid though, I agree.
