I'm a complete idiot when it comes to this sorta thing, but it seems that we are unable to inject any NDS games into cia or anything else because there is no title for virtual console which supports it.
this could be a stupid idea but would there be any way to use the NDS WiFi settings menu under settings as a launch platform for a rom? Get it in the NDS mode and replace the official settings with a game?
probably not even plausible but it was worth a shot!
