Who said that? There are solutions which only require a slot 1 card and an FTP Server while others only require a slot 1 & slot 2 card.

OP wants to back up the NDS game to the memory of the Slot-2 device because WiFi takes a long time.
I would imagine that you'd run the Backup Tool from the Slot 1 device, swap the Slot 1 card and then back it up to Slot 2.
Maybe that's why it's not showing up for you?
Oh. Well he'd need to find a dumper compatible with his EZ Flash IV, most are only compatible with the EZ Flash 3in1.

For anyone else that wants to do the same thing, here's what I did (and what I did wrong the first time):
1) First, I reformatted the microSD card used in the EZ4LC, this time as FAT (not FAT32). I learned that FAT32 is simply not supported by teh EZ4 cards so it wont work, no way, no how.
2) I updated the firmware in the EZ4LC to the latest version (downloaded from either the EZ Flash site or gbatemp.net).
3) I then DLDI patched the original NDS_Backup_Tool_Slot2_031.nds file with the ezsd.dldi file and the dlditool32.exe (I tried using the .bin version after copying it to the EZ4LC but got an error saying that GBA games are not suppported, which makes sense for the EZ4 Light COMPACT version, so maybe this will work fine for the Deluxe version)
4) I then copied the patched NDS_Backup_Tool_Slot2_031.nds file to the microSD card in my CycloDS and booted my NDS to the CycloDS.
5) I then launched the DLDI patched NDS_Backup_Tool_Slot2_031.nds file (turning off the auto-patching by holding down the SELECT button when pressing the A button from the CycloDS window.
6) The patched version of the backup tool now saw my EZ4LC and allowed me to backup my NDS ROMs directly to the microSD card in the EZ4LC. I was able to backup 2 games one after the other, each in a single pass in about 10 minutes or so.
