I been hearing about this device and wonder if it is worth buying. What all can be done with it? Is it possible to use cheats in 3DS games yet also (Offline of course)? Thoughts appreciated

You can back up and restore DS cart saves.

It won't let you use cheats or anything. Nothing related to 3DS games has been hacked yet.

corrupted my save files a few times.. r4i's save dongle havn't (yet)...
