Idk m8, it's fairly easy to emulate even on the HTC Evo (remember taht shwit? Haha!)

3DS just docant handle it.

N64 emulators can run on various devices, however, they all have some issues. Even when a game runs smoothly and everything looks great, more often than not, graphical glitches will inexplicably appear. The N64 is incredibly tough to properly emulate so that all games run without issue. Most games need certain settings to be toggled that are never consistent across all emulated titles. I have no doubt that the 3DS could handle some sort of N64 emulator, but it would be a mess and likely wouldn't run close enough to full speed for the majority of games. At best, maybe the likes of Super Mario 64 could be emulated on the device with little issue.
 
The 3DS is not powerful to emulate an N64 at any reasonable speed. And your "shitty $60 phone" is still orders of magnitude more powerful than 3DS hardware.
