Technically there is a N64 emulator for the N3DS called CTR64 but it is unplayable/unfinished and most likely abandoned now.

Everyone else's point was basically don't hold your breathe for one but there was an attempt at one point. I'd say that's accurate.

No.... But a Super Mario 64 HD Unity for N3ds/N2ds is being worked on. This, however, cannot be released on Gbatemp. You will have to contact the creator.
