i wouldnt get the ntsc one if your planning on playing online.
theres a patch out for mw3 and your game region has to match your wii shop(pal) region to download it.

Finally figured out how to chage the IOS. For all other Novices like myself;
Open your USB Loader, select the game and select push 1 on your wiimote. scroll down to ISO and your current IOS should be at 249. scroll to the right until it comes to 250.
