Is it possible? Such as an installable one that behaves like the browser, miiverse, camera, etc.? Or perhaps one that works similar to ntr?

Those apps are called applets. I don't know if it's possible to make a homebrew applet, but knowing that this is what they are called might help you to find out

One or two people have posted about trying to make applets, but I don't remember anyone posting about succeeding.

In theory it should be possible, but we need to have the propper configuration, and it could also be possible that we need additional signature patches.
