For PT I'm pretty sure it won't happen, and for MUGEN, no code source, the company pretty much disappeared, so I think it's unlikely to happen.

Be careful with that kind of questions, people here don't like them very much because, well, nobody in the world can actually answer your question, and a simple search on google will tell you that nobody ported those two games
