Mouse disappears on Windows 8.1 laptop

its so weird. The cursor is only visible here:

not on google chrome, or the desktop. Only if I'm on the start menu, the taskbar, or the right side.. HOW DO I FIX IT SO I CAN USE THE MOUSE ON ALL SIDES!?!?! HELP

Check your touch pad/mouse drivers. I saw a laptop doing this once that had the latest generic Synaptics driver installed, but the problem was only remedied if I installed the older Synaptics driver from the laptop's manufacturer's website.
