Apple Modified apps on non-jailbroken device?

Here's a question, is it possible to modify an app to include extra/different files and re-install it on a non-jailbroken device? Nothing illegal, just want to swap a couple of games into the C64 app (bought legally), but don't want to jailbreak.

You could try this. It allows you to view your iDevice as a flash drive. You can drag items in (and take them out), and modify things. It's what I did to get Doom 2 on there.

I was always a fan of "iPhone Folders" which did the same thing except it wasn't a separate program. It created a new entry into My Computer and you would browse it just like you would any other folder in Windows Explorer. This made it very easy for copying and pasting stuff to/from. However, I think it requires an old version of iTunes, or at least certain files from an older version. I haven't reinstalled it to test it yet.

Moreso, why not jailbreak since there's an untethered jailbreak for 5.0.1 now?

ifunbox is the way to go, works the same way but doesnt implement it into explorer, works as a stand alone program

That's the way iExplorer, the first program suggested, works.
