It appears to be a toolset to extract or repack the game files. Allowing people to make changes, then load the game again.

Just that, it can repack the game, in .cia or .3ds

You can't link to dshack from here. It contains links to copyrighted material.

You'll have to remove the link and replace it with "available on dshack(.org)" or whatever. A quick Google will get interested parties there just fine.

I know, they are temporal, I'm working on a decryptor/unpack for roms. I hate piracy.
