You can extract/install the full database with JK or extdata_tool;
the .mii2 format is the format I "invented" consisting of a single Mii cut and pasted from the database, there's zero software with support for it that I know about!

cfl_db.dat to mii2 converter? there's no real reason for it to exist, but it should be simple enough to make!
