Actually, US law, unlike UK law, has no means to outlaw the sale of a videogame either, unless it were to violate child pornography laws or something like that. It is Nintendo, Sony, and Microsoft that have rules against releasing any games that were rated AO by the ESRB on their systems, not the government. In fact, in most states in the US, there aren't even laws against selling these games to minors, although most reputable stores take it upon themselves to strictly enforce this rule.

Since these companies have forbidden Rockstar from releasing the game in it's current state, my guess is that stands for the whole world. So, probably not uncut anywhere (I wouldn't trust that article until we hear a quote from Nintendo or Sony. They are the ones that get to decide what is sold on their systems). Which sucks.
