ROM Hack Question Making ROM mods useable (no SX OS)

So, I've managed to dump a ROM, then extract the ROMfs and hte EXEfs, then modify them, but now I want to actually play the game with the modifications I've made. I can't find any tools or anything that compile everything back into an XCI file, except for one program that requires SX OS, which I don't want to use because I don't want to deal with the hassle of redownloading all the firmware and files and crap I need to get it running on my Switch. Is there a tool that is easy to understand that lets me recompile XCIs so I can play them?
 
Like above. You don't need to repack anything. Just put romfs and/or exefs folders with modified files only to
sdcard:/sxos/titles/*titleid*/
Where titleid is unique to each game.

I did that on my SD card, but I can't seem to figure out how to get layerdfs running. It's not an option when I try to load homebrew
