but just now i came to know games are just 40 dollars in the US store

will i be able to make a US eshop account on that PAL 3ds xl system?

payment is no issue as i can buy the points cards online.

I'm pretty sure you can change your region to US.
But you need to check what content is region locked.
So don't expect playing any retail titles this way.

You can't change the eshop to US, even if you could change your location in the 3DS settings. People would have been doing this all the time if it were so easy.

Even if you got a US region 3DS, you would still have a problem of getting the 3DS prepaid cards to use on the eshop. Using a credit card, it will be expecting an address from North America.

That is also the problem for those that have a 3DS from japan. Obtaining prepaid cards gets costly.

I don´t think so. At least this is not true for European 3DS´. I have a 3DS XL bought in Spain, I´ve chosen Italy as my country of residence and I use my Brazilian Credit Card to purchase "retail" games on the e-Shop.
