Misc Louvre 3DSXL

I bought a Louvre 3DSXL from the Chinese second-hand market. It can be boot without the "CTR Guide Boot Card".
This 3DSXL have a usable HOME Menu and Louvre Audio Guide in 7 languages.
It looks like a development unit, is it possible to run retail software?

Sorry to ruin the party but that looks like a regular 3DS XL to me.
The Louvre Guide 3DSes have text on the front and I think are all blue instead of grey.
This just looks like a Chinese person just hacked their old 3DS XL, installed the louvre guide on it and sold it as if it was an actual device used in the Louvre.
Just google Louvre Guide 3DS XL and you will probably see what I mean.

Your first guess as to why its likely not real. is that you got it from a second hand chinese market. Its too easy to get ahold of the apps. And are you able to find any photos that reference that open back plate i see on that grey console?

Aswell as that. Was that console being sold at a oddly cheap price? Or a stupidly expenive price?

They have enough parts to just make one that looks the same and then just put the right software on there.

Also the Miiverse logo is there. I would suppose that all those units wouldn't have the firmware with Miiverse.
They were in use from April 2012 and Miiverse released two months after that. So those units were already delivered and in use. They wouldn't connect them to the internet and update each and every unit they had. It just needed to work.
Of course I could be very wrong here, but that's what I think happened.

They have enough parts to just make one that looks the same and then just put the right software on there.

No it won’t be able to run retail software without hacks I think, alternatively if you want to play retail games you can repack games with dev keys and install them via the devmenu

Don't know if this is the case, or is it just me. But it looks to me that they had most likely hacked it with CFW with dev apps installed to make you think that it was the real thing. Hold down <START> whilst powering on the console to see if you get the Luma3DS CFW settings, if so then its 100% a modded retail system, or they could've modified it to make it not show up.

There is a Panda guide for CFW, but at the moment it is under construction. https://panda.hacks.guide/
It tells you to contact "fox8091" on the Nintendo Homebrew Discord for help with installing CFW on a Panda unit.
