how do i get the cheats?

When it's done downloading the database it'll be in the /data/databases/ folder (CMP_USRcheat.rar).

load up my ds go to pokemon black hit y (im on woodr4) tick boxes of cheats i want to use load up game hit cheat activate button (select) nothing

That has to do with the cheats themselves. Check out the CMP forums, that's where they came from...
