Looking for a Win98 Game Title

This game I played was around the start of the Millenium (2000). The OS was Windows 98.

1) The game was online only.
2) It was an over-head game.
3) Each player starts with a city/town/base (whatever it was properly called)
4) 24-Hour Turn-Based.
5) I remember having a Hercules (plane).
6) Over-Head was a map of the 'world' with roads and green areas for land. (similar to CivNet, but more zoomed in)
7) Goal was to capture other players base/city/town.
8) You can build other military vehicles/aircraft.

Can you name that game? I can't :)

Thanks for the response, but I like to limit the sites/forums I register to. Reddit seems to have an area for everything, but that site is just not for me (as a member). If I never get the answer, I am content with it :)

Name didn't sound right (confusing it with Shovel Knight). I looked at the history and versions. Soon as I saw the units page, I knew that was the game. I want to implement that game into my retro collection. I'm impressed with ChatGPT, much better than my google and bing results.
